Competency Based Assessment Licensing System

If you live in Sydney, the Central Coast or Newcastle, Competency Based Assessment is the primary method to upgrade to a Heavy Vehicle licence. You will be required to undergo a Knowledge Test at the RTA and be issued with a log book. CBA provides assessment under a wide range of driving conditions by an RTA accredited assessor. 

The assessment is much more flexible than a driving test. Training and assessment is given in some or all of the following areas , depending on which licence you wish to upgrade to:

Basic Driving Skills

You will be given credit for the skills (called competencies) which you perform correctly, and repeat assessments are focused only on areas where you have had problems. Your successfully completed competencies are recorded in your Heavy Vehicle CBA Learner's Log Book.

In an assessment you will have competencies assessed to make sure that your driving is both safe and consistent. Some competencies are required to be assessed more than once. This is to make sure you have developed good driving habits. After each session, your assessor will 'sign off' each successful competency in your Log Book. Then you will only need to concentrate on completing any outstanding competencies. For any competency to be signed off, you must demonstrate it without any errors.

You can decide to have a 'one-off' assessment or to be progressively assessed while you are taking instructions. The Transport Industry favours the CBA system because the thorough training and assessment prepares drivers to be more professional and have the correct skills to operate heavy vehicles on today's roads.
